I am not sure if I have FIR on my name, but I need PCC for further studies in abroad

So I had a post online about a printer for 10k A guy made a deal with me and paid me 5k, and told rest he will pay after I ship it. But after I ship he said he wil pay after delivery so I told him I will cancel the order n return ur money. Or pay the remaining 5k. That guy said he don't need his money and all this stuff to me so I also said cool if u don't need no problem n I just ignored him. Even at last I said send ur ac if u want ur money. But he clearly denied saying I was fraud n all so I also ignored him totally.and after 2 weeks my bank ac is freezed. And he is saying he filed FIR on my name. But it's been 2 months already no calls or notice from police I got. Well the point is now I am trying to go US for further studies and need PCC but I am afraid if it will be possible or not. And the main thing is I am not sure if FIR is done or not. But accourding to bank they say complaint is done that's why my ac is freezed. Well the person was from Delhi who complaint and I am from manipur Can u guys tell me if I can still get the pcc or not.
