Show Cause Notice in my sisters's passport application

I applied for a renewal of my sister's passport. I along with my sister and mother have been living separately from my dad at my Nana Ji's house for over a decade due to personal issues. There has been no divorce or anything. We don't pay any sort of rent or anything. After all it's my mom's parent's house. The house is under Nana Ji's name. But due to the lack of evidence of address regarding that my sister's police verification has been pending for a few months now. The police guy has again and again said that the address has to be of either her father's or her husband's home. And on that basis my sister's application hasn't been passed for months. We've given him written application with my sister Aadhar card as address proof. Our neighbours confirmation with their respective ID's like Aadhar. Electricity bill of home under Nana Ji's name. My mom's passport. And all sorts of other documents. But still, I see that there is a SCN. Its of type PVR Review and the status shows as letter dispatched from PO. What can be done to clear this application ASAP?
