False sc/st atrocities case

Hello Sir, recently an incident happened, near my house a temple is there, infront of the temple one house is there where usually some people used to drink alcohol there and recently one person came and he was fully drunk and talking bad words in the temple premises so from our locality another person came and confronted him but that drunkard person abused that person that 'who the hell are you to say that not to drink here' so that there was a tussle between them, and the drunkard person joined in a government hospital to prove to police that he was assaulted by that person and can use SC/ST Cass even though it was a small injury to play a victim card. Later the drunkard went to police station and lodged a complaint against the person, then police came and took that person, after some talks police released him at night knowing that the drunkard's past record was not good as some complaints are there on him. But after two days police took that innocent person to other station and beat him (we got to know that the drunkard person for sake of money even went to the extent that taking help of SC/ST Union to make the case stronger) that innocent person is financially weak and illiterate person who goes to daily wage work. Please give suggestions what to do Sir.
