Show Cause Notice for Tatkal Passport

Hi, My parents (senior citizen) applied for reissuing of passport due to expiry (no changes in the new passport) via Tatkal in Oct 2024 and received the passport within 2 days. On 14 Jan they received call from police station for verification but they were out of town and were to return on 22 Jan but when they visited police they said that they have sent it back and to visit passport office. On dad's passport application (after logged in) there's no SCN but in Mom's application SCN can be seen saying PVR Review. What should be done now? 1. Can my parents still travel to Dubai on 14 Feb (need them for delivery as I'm pregnant) with my mom having SCN on her passport application 2. If they visit RTO, what would be the process and in how many days will this police verification take place again? 3. After reinitiating the PVR can parent travel to Dubai (without the police verification actually being done) but what if they are in Dubai and again they SCN? 3. Is it possible that this whole issue can be resolved before 14 Feb?
