Agriculture land survey and form 10

We wanted to make the survey and obtain form 10 for our agriculture land. There are 2 survey numbers for total 16 acres. In survey number X, there are few other people who has their agricultural lands. I have paid the fee and charges for doing survey to get the form 10. One of the person in that survey number X has filed an objection for the survey that has happened. So now the survey has been completed but not updated in the system and form 10 is not available yet since that person has raised an objection. Reason for the objection is very stupid. He has purchased some land some years back and paid money for 2 acres and registered accordingly but the actual land is only 1 acre 13 hunted or so. So he wanted to get that land . Elders or Village people have to make a decision and give him that land then only he will allow for the survey completion. It takes years or decades to solve his issue. Because of this we are stuck now. What is the next step that we can do with respect to the survey and form 10. Can we apply for survey again and give police report to do the survey and complete it so that we get form 10. Or he still can raise objection whatever we do ? I do not want to take his land or property, I just want to have proper documentation before selling it so that the registration process goes smoothly without delays later. Please give some advice on this. What is the best thing to do other than convincing him( which we have already did, but no help) What legal actions I can take that works faster and better. Thank you
