Surname issue in my Mothers Name for passport

My Name is Farhan I applied for Passport in 2017 and got approved with mothers name written on it Rukaya Akhter But After that all my documents (10th certificate, Birth certificate and 12th) have mothers name only Rukaya Withour surname (akhter) But my mothers all documents is having with surname (Rukaya akhter) Now i applied for re issue of passport (because i want to Delete catagory ECR in my passport ) But passport officers told me we can't proceed because there is no mothers surname(i.e akhter) in your dob certificate and your current passport is having mothers surname Written on it And told me either add surname to your documents or delete surname to mothers documents and provide us the mothers documents For instance Lets say i was not having any passport And i apply for fresh passport and will cleary write only Rukaya (without surname) And there is no rule to require mothers documents during new passport application... Then why i am requiring mothers documents for reissue Pls guide me what should i do?
