Can police seize my two wheeler without a compliant or FIR?

I met with an accident where a lady tried to overtake me from the left when I had turned the left indicator on and was turning left. It was clearly the lady’s mistake but she did not agree. However, on humanitarian grounds I took her to a nearby clinic and treated her for her injuries and mine as well. Her two wheeler was not damaged but my two wheeler was damaged bad where I was unable to ride it anymore. I asked if she wants to file a case and take it forward but she said she doesn’t want to do so. We came to a verbal agreement that she will take care of her medical expenses and I’ll take care of my vehicle expenses. Two weeks later she called me and asked me to pay money as her expenses are crossing 15K. I refused and she said she’ll goto the police station. Next day cops called me and asked me come down to the station. In the station they asked me to talk to the lady and Come to an agreement to pay her. She demanded 1 lakh and I told I don’t have any money on me. Kindly lodge a complaint and my insurance company will cover for it. She is refusing to file a complaint as there is no MLC and delay in filing complaint which would result in insurance company rejecting the claim. Instead she is asking me to pay at least 15K for her expenses incurred until now without any case filed in the station. Even the police are supporting her and asking me to get my vehicle to the police station. The lady doesn’t even know my vehicle number. I told the police that if an FIR is lodged then I’ll get my two wheeler to the station but they are saying that they need to inspect the vehicle first or else they’ll come to my home and seize the vehicle. The police are sympathising with her because it’s a girl and ignoring the fact that even my vehicle is damaged and my medical expenses are unaccounted for. I am asking them to legally file a case and sort it out in court which is the right thing to do and an investigation will determine whose fault it was. But they don’t want to file a case and want me to pay up money outside court. And everyday the police are calling me and asking me to get my vehicle to the police station. What should I do?
