Political party creating nuisance and not letting us live peacefully

Hi, I live in Kanpur and my father got paralysed and is not able to speak but luckily was able to walk after few months. A political party member, Rajneesh Tiwari, who used to work with my father before he got sick, filed a false case against my father's property claiming that half of our property is his and also claimed that the car that my father gave him as a favour while he was working with us, as it was a spare car that time, is his. Cases are ongoing, wherein he is losing and there is NBW filed against that person. However, now he has made our lives hell. There is another political member who lives near our house, who is an advocate too, Pankaj Dixit, works with Rajneesh and is making our lives hell. My father cannot speak due to paralyses and brain stroke he got because of which he has symptoms of aggression. And these people purposely do things so taht my father would get angry. He even manipulated people living a storey down from our home to purposely fight with my father or show inadequate actions. Anf then would blame my father to get angry. Pankaj Dixit would park all his cars infront of our house, even though he has ample space infront of his house, and when once I asked them to park there car in front of there house, since they have space, they started fighting verbally and threatened us to hit and abused me badly and called police on us. And made false statement about us saying that we started fight with them and they just parked the car because they have work going on at there house. Police did not do anything and instead asked to be good neighbours. This incident took place on dhanteras this year, and since then he is regularly parking his car infront of our house and it gets so difficult for us to take our cars out. Even the person who lives down to our house. Also to provoke anger to my father, he put a banner just infront of our house with both of there and the person who lives down to our house, Deepak Yadav's, picture infront of our house. And that banner has been placed specifically as there is no other banner of them anywhere through out the city. My father used to be a reputed person before but they purposely do things to provoke him so that he gets angry and would shout. Since he cannot speak words, he just shouts when he is angry. Rajneesh tiwari even once sent people in my father's office to threaten him and beat him and that was specifically done to destroy our papers that had his proof. Luckily we had most of those at home. We already have so many cases going and there is no one except my father to take care of all that and even being paralysed he has been in so much stress, including my mos, s since last 8 years. Also we do not want to file another case as that is what they have been doing. When they see that he is losing any case he makes some or other circumstances that we have to file another case. But now they are trying to attack on where we live. And if we try to reach out to police they take their side.
