Society going on the offensive for maintenance

We purchased a flat from builder and paid one year maintenance to him. Society started taking over before that and they kept harrassing us for maintenance for the entire year. I spoke to lawyer and had sent them a notice too which they didnt respond. They kept stating they didn't receive any money. Meanwhile after following up with the chor builder he sent the society a registered post saying they have settled my account in their lumpsum settlement with an excel sheet(society has collected the money). Still society denies it and gave me a notice saying to give double maintenance and that I didn't take NOC from society and I'm not a registered member of society(not handing over share certificate). They have also threatened if we dont pay in 15 days they will cut our water and we will be made to cough up that expense too. The notice was not sent by post but was sent by security to our house and says RPAD. We are following up over mail and have already shared our willingness to pay from the day accounting should start after 1 year. Can someone advise me how serious they are about water cuts? I called up my advocate but they are available next week.
