My Company not Reliveing me

I joined my company around 8 months back and was looking for a job change due to the restriction of the job profile. Luckily, I got the offer and need to join on the short notice. The company is not allowing me to join the other company. I also mentioned that I'm ready to pay a notice period salary to the company I'm on the bench and had no exposure to any customer. They are mentioning that we are the ones who decide the dependency and the conversation is not going anywhere. Please suggest me what I can do in this situation. I had a conversation with past employees and they mentioned the company had a history of sticking their relieving letter and experience letter. Please suggest me something I'm clueless here I have also attached the clause that is there in the appointment letter. The clause that they mentioned in the appointment letter: After the completion of probation period, your employment with the Company may be terminated either by you or by the Company without assigning any reason, by giving notice or salary in lieu thereof to the other as per the following details-. Notice After Probation Period - 60 Days Provided however that if the exigencies of the work so require, the Company may refuse to relieve you earlier than the entire period of notice.Provided however that your absence for a continuous period of 3 days without prior approval of your manager/supervisor (including overstay of leave/training), would be deemed to be termination of employment by you without notice. In such circumstances, the Company shall have the right to deduct/claim appropriate notice period salary from you.
