Stray Dog issue and Refund of my entire money from Owner

I shifted to new flat (rental) on 12th June 2023 and I wasn't informed by the owner (he stayed there for 35+ years) that a medically unfit dog (severe skin issue) has occupied the staircase inside the wing. On June 30th the dog attacked me and bite. I informed same to owner that you need to get this issue resolved. I even told him after checking with NGO that Municipal Corporation have no right to remove the dog but caretaker or Housing Society need to consult a vet to do a medical test to determine if dog is suffering from any conditions which is making him to bite people. After one month that too after following up with Owner Municipal Corporation official came but refused to take the dog saying dog is neutered and we have no right to take such dogs despite informing them about biting issue. Later I got to know that the same dog had biten other people too in past and few people who simply walk on road. I paid rent for 2 months on time then I realized even after paying rent me, my family is facing the issue continually. So when I stopped making rent to owner and informed him you will get rent the day my issue is resolved. And Owner asked me to pay the rent on time to get the issue resolved on time (which is pending since June 2023). I asked him either ask society to make some provision so that dog don't come inside the wing. But after 20 days he along with brokers came to my house despite my wife informed them not to come at early in morning because she had returned from work in morning. And I was informed that dog issue can't be resolved and I am free to vacate the house after paying all dues. I told owner that then you have to return me my entire security deposit, rents that I paid (2 Months), brokerage, transportation and legal charges that I paid. Which he is refusing to do so? I also informed him that you should have informed me about this issue before giving flat on rent that there is a stray dog who sits on staircase 24*7. For this also he is saying I was not aware. Which I don't agree because how is it possible a person staying in the same premises for past 35-40 years don't know about such issue. Recently 2 days back the same dog attacked a relative of people staying opposite my flat. I even told him that I am not asking you to throw or harm dog and you being the owner of said flat should approach committee to provide safe premises and make some provision so that dog at least don't come and sit on staircase. Please guide me what should I do. Am I rightful in demanding my entire money back from owner?? Can I file a police complaint against owner, society considering the recent attack on person? Please assist.
