Challenging Hostel Fees and Seeking HRA: A PhD Student's Dilemma in Mumbai University
My name is Esha dey a PhD student in Mumbai University. I am a receiver of JRF-Fellowship from UGC. The university is not allowing my HRA plus I am paying for the fees for the hostel. I live in a single-seater room, although the university and the authority have no clear papers that mention any bifurcations of the hostel charges. The difference between the rent is massive, I am paying 8800 a year for the hostel and HRA per month is 9999. I want to have my HRA and I am okay with paying my hostel charges. This is what is stated in our UGC Guidelines:
4.1 HRA
i. Suitable single-seated hostel accommodation may be provided to the candidates in
the institutions. In such cases, the fellow is eligible to draw only hostel fees
excluding mess, electricity, water charges, etc. A certificate to this effect is to be
furnished through the Registrar/Director/Principal. HRA is not permissible for those
candidates who are staying in Hostel accommodation.
ii. In case of non availability of hostel accommodation, the fellow may be provided
with single accommodation by the host institution. In such cases, the rent paid by
the fellow on actual basis may be reimbursed subject to the ceiling of HRA as per
Govt. of India norms.
iii. If the fellow makes her own arrangements of accommodation, she may be entitled
to draw HRA as per categorization of cities by the Govt. of India.
