Action to take against a memo

I am a bank clerk at nationalised bank at raipur chattisgarh, working from 2013. I married in the yr 2019 to an software Engineer at pune and in the same yr applied for preferential(to join husband) transfer for pune. My waiting list number is 1 for pune station. I took leave in December 2019 and applied for temporary transfer in the same yr in December 2019. I got the temporary transfer at pune and i even worked there for 6 months in the yr 2020 till july 2020. In this period I got pregnant and due to this I couldn't join duty after completion of temporary transfer. This was the time of covid 19 also. I took maternity leave for 6 months. After every leave which had been taken by me to take care of my child during such critical years of pandemic, I did not join. Then in 2022 i took sabbatical leave for 1.5 yrs which was granted. Again i did not join in the month of june 2023 because my mother in law was detected with liver disease and she was very serious. In this mean time i got memos and i replied those memos on time with my difficulty to join. Suddenly in the month of august my mother in law expired. And again in October 2023 i got memo stating that competent authority is not satisfied with my answer and disciplinary action will be taken against me. What can i do now? Should i resign or join duty or anything else can be done? Kindly suggest
