Delay in forwarding file for medical pg stipend

I have completed MD from government medical College in Hyderabad. Due to ill health I availed 200 days of leave during study period. This was covered as extension posting, during which no stipend will be paid. Upon completion of this, I have submitted relevant documents and letter from Dean saying eligible for stipend, to the college Accounts section clerk in January 2023. He's delaying that file in various possible means. First he made gross errors in attendance and sent in March 2023, which was reverted by DME stipend cell for correction ( For obtaining this detail, I had to file an RTI) . He's not doing any work on my file. He's not lifting calls, upon visiting his office ( that too taking leave from my work and travelling for over 3-4 hours) he is constantly on leave. For the eligible payment for my hardwork I have been going through lots of hardships. I need legal advice on how to move so that my stipend file is processed fast, and I need to claim compensation for the hardships that I had to undergo in this no-income period, and for the pains that I took running behind this file - speed post charges, RTI charges, travel charges etc.
