Mis use of the ID

Dear Concern Please suggest what i can do for below case also please suggest if i can file complaint online for this. My Name is Manish Rohilla. There is a person with the same name who has taken loans from various banks i do not know him.. now due to this im getting calls from various recovery agents to pay outstanding. i keep on telling them this is not me he might have give to someone else now later i got to know that this activity has also impacted on my CBILL. One Recovery agent has supported me and he shared his phone no and other details . when i called him and asked him to get it ractify at bank he denied and said he dnt know me how he can do this.. its not his responsibility and he disconnected the call.. When i approached the bank they are also not working on my complaint and not giving any response.. Please suggest who is guilty in this case where i can file the complaint.. also when im trying to take loan from any bank no one is ready to give me loan as in my CBILL the loans are not clear.. I have written to RBI but they say its not in their control.
