Transferring my documents from Germany to Switzerland, Wi, St Gallen city

Hello everyone. My name is Faisal Yousufzai from Afghanistan. I have completed my master in Germany and now I have job seeker visa to look for a job. I want to work in Switzerland and my cusin has a company and the nature of the business is Restaurant. At the moment he has 3 restaurants under this company. He provide me a job contract as a General Manager he really needs me to work with him, Because I know his language and have more trust than others. We announced the vacany in Indeed job portal for one month. Paid the fee of this portal for one month and almost 20 people applied for this job and I too. He shortlisted and interviewed us and finally he selected me. After these all procedures I signed the contract and send it to the labour office for work permit. After, a few day they send the rejection letter that I don't have the right to work in this company or in the country because we have many jobless people first they have the priorities. Even we informed the RAV ( is a department which jobless people are registered with them and they are dealing with jobless people like, finding job, processing their salaries and so on). I have the all evidence as per the rules, that the company has already announced this vacany and Indeed job portal and paid slip. so, know I am looking for a lawyer to help me in this regard to change my job seeker visa to Switzerland residential permit.
