Jurisdiction to file petition

I am an employee of CRPF. I was suspended and a Departmental Inquiry was held. The charges were not proved by the Enquiry Officer, but the disciplinary authority awarded punishment of stoppage of 2 increments with cumulative effect, which has effected 6 increments and my seniority also lost. I tried several times to approach all levels of authorities and they have turned down my case saying time barred. The Departmental committed has taken the major penalty and two minor punishments of CENSURE in to consideration and has not accorded me seniority in promotion. I was palced on suspension on 3.8.2022(AN) at Argatal (Tripura) The Departmental enquiry 2002 to 2004 this period treated as "Suspension as such" I was then posted at Agartala,Tripura the disciplinary authority was at Hyderabad. The punishment order was served to me at Udhampur (J&K) where the suspension was revoked and reinstated in service. Kindly advice me where should I file my petition I am daughter of one of the Advocate of High court of Telengana who is no more
