Carpenter fails to do work on-time as promised after completion of 90% of amount cleared

It's been almost 5 months now, our referred carpenter fails to do work on-time as promised and keep on giving lame explanations, excuses, even after releasing funds on-time as per the work and time frame , dumping materials lately and now since we we've waited long enough we've had a serious discussion and despite having frequent follow-ups from my end now he's adding all false calculations, false additional work related amounts and harrassing us yet after completion of 90% of amount cleared as quoted and now it's been more than a month in clearing 90% amount. Nor there was any dedicated supervisor alloted , neither it was done under any supervision/inspection, it was like once in a 2 weeks or a month that too I'll be calling him on daily basis to check the status of the work if he fails to answer I need have the inspection by end frequently now the work got delayed I started having daily follow-ups and in-person visits every single day whenever the works get to happen??? Kindly suggest how should I take an action on him ?????
