Tc forgery submitted

Hi all, My mother submitted fake transfer certificate to get passport on August 2015 because she did not have any birth certificate to submit but she did not know that it was a fake one that one agent came and applied for her and he was the one who made that fake tc... Then she got her passport and then from the passport office they send me a letter saying tc was fake and need your explanation and all.... After that she gave the explanation and we received a letter saying she can apply fresh application with genuine documents.... In 2022 she applied new passport again they send to give explanation about the fake tc this time they send to the ig office they didn't send anything after a year they send letter to the chennai office as " It is fake but she is innocent person didn't aware of anything "the rpo asked to come chennai to give another explanation my mother went and gave explanation again and then they send letter saying that take legal action on my mother... We didn't know what to do kindly help us to know the situation and my mother is on her edge right now.... Anything I can do for defense...
