Seniority issue between various advertisement for same post by uppsc
In 2011 UPPSC invites application for post of assistant engineer for 180 post for direct recruitment subsequently in year 2013 again invites application for 640 post of AE for direct recruitment for irrigation department U.P. before finalizing any of two recruitment of direct officer in 2016 UPPSC issued a list of more than 200 candidates of Assistant engineer from promotion quota which was for recruitment year 2015 and 2016 in November 2016 but UPPSC already declared result for 2011 direct AE list in May 2016 , but department not issued joining letter for Direct recruitment of 2011 till November 2016 after that again 200 candidate list from promotion quota issued in 2017, even after that in 2018and 2019 various lists were issued from UPPSC and department from promotion quota and finally in may 2019 final result is declared by UPPSC for Direct recruitment of 2013 Assistant engineer advertisment.
Even after that again in 18 November 2019 a list of 80 candidates from promotion quota is issued before final joining list of 2013 direct recruitment for the post of assistant engineer.
In our service rules for class B employees of uttar Pradesh it is clearly mentioned that before finalising 1 advertisement department should not invites 2nd advertisement .
UPPSC is the only organisation for both recruitment (direct or promotion) for the post of assistant engineer, due to their irregularities i (A successful candidate of 2013 exam of direct recruitment) put lowest in seniority list by department on the basis of various list provided by UPPSC.
