My neighborhood is droping water from 4th floor near my everywindow

My neighbor is intentionally letting water fall from the 4th floor near all of my windows. To counter this, my father installed steel sheets because this person wields influence through political connections. While my father requested a resolution, the neighbor claimed to lack funds for a proper piping solution. The real motive seems to be to inconvenience us. This is evident as the neighbor has installed a pipeline at the front of his building for water drainage, but at the back where our house is located, he lets water fall near our windows. During both summer and winter, he starts a water motor and allows it to overflow, causing a continuous stream of water to fall. Additionally, during the rainy season, excessive water accumulates due to heavy rainfall in our area, resulting in a continuous stream of water falling. Moreover, he has designed his roof to slope toward our house, ensuring that all roof water flows towards our windows. Kindly advise on the appropriate steps to take in this situation.
