Basic Services stopped by society

I had purchased a flat in cooperative society in 2013. The society was constructed in 2001-2002. During purchase of flat I got to know that the society land has not registered with Awas Vikas Nagar Nigam. Society has declared my flat cost as 35 lakh and I had paid the amount in cheque in favour of society. Society has deducted 7 lakh as cost of registry of society land till date and paid 28 lakh to the first owner. In 2017 society has decided to go ahead with the society land registry and everyone needs to pay 14 lakh each for same. As we have already deposited 7 lakh for the cause of society land registry, we should pay 7 lakh more but society decides that everyone will give 14 lakh. The older amount is not considered. Our older amount is still with the society. Now society has started some maintainence work of lifts and it was decided in meeting that everyone will give 1 lakh each for the the lift work. We ask society to adjust the amount of 1 lakh from the previous 7 lakh but they disagrees and says we don't have such amount with us. Now they have stopped our basic services like DG service, garbage collection to collect 1 lakh amount for the lift. What should I do to get back my basic services and also get the recovery of 7 lakh from the society?
