Agent is not giving back my 12th marksheet

I had applied to a University abroad through an agent. The agent had asked me to send my original 12th marksheet so that they could generate an offer letter from the said Uni. They had asked for my 10th marksheet and passport but I couldn't send them because I needed them with me and my passport has gone for renewal. The agent said that she will post back my 12th marksheet after 2 days from when it reached Delhi to the company's head office. It has been 2 weeks since I sent my marksheet. Today I spoke to the agent and her boss on Zoom and the boss said that they would need my passport to retrieve my marksheet from the Ministry. They are saying that they submitted my 12th marksheet to the Ministry and to get the marksheet back I would need to show the Ministry my passport. A little context, I had applied to a university in Georgia. Can the Georgian Ministry do that? Is the agent lying to me? I feel it is a hoax and the agent definitely has my marksheet, they are just trying to get money from me. Kindly suggest what to do.
