How to file a complaint against black magic on a person who is a citizen of Germany.

How to file a complaint against black magic on a person who is a citizen of Germany. Reason of complaint: Blackmagic, Severe Psychic attack, Molestation,Harrassment, Multiple murders in name of ritual. He performed black magic on me through black magic debugger (it's a device)and magnets. We never met in person and only spoke in official calls. He sends heavy negative energies, evil spirits, jinns to give horrendous psychic attack, physical pain, molests me and harrasses me through telepathy. He communities with me through a telepathic channel created through multiple spirits. I was able to get enough information about him through this telepathic channel to track him down. He gives money to 2nd party for human killing, which he uses as part of his black magic ritual. There are 20+ such killings he has get done and has a dead body in his house. There are multiple victims on whom he is performing such aggressive black magic. I have consulted healers, psychics, all have confirmed this is a black magic attack with very negative energies sent with very negative intentions. I am continuing my healing but he is still sending with heavier negative energies. Please advice how to deal with this cruelty, torture, harassment, manipulation, psychic control, psychic attack, attempt to exorcism, aggressive black magic attacks.
