Compulsorily Retired by issuing a forged Compulsory Retirement Order

I was a Deputy Director at Indira Gandhi National Open University (IGNOU) till 18th October 2016. As a whistleblower 2 serious scams were brought to light. Since the Secretary, Ministry of Education is an Ex-Officio Member of the Board I initially took up the matter with the Ministry, but of no use. Later I took up the matter with the Parliament, subsequently, the Vice Chancellor was asked to go on leave and the Inquiry started in 2014, all 37 Charges were proven. However, before leaving Prof. Aslam then Vice Chancellor (VC) initiated disciplinary proceedings against me in 2013 on 9 alleged charges. High Court awarded me Arbitration Tribunal as per Section 31 of IGNOU ACt 1985. The Court in its order dated 27th May 2014 directed the Board to nominate its Arbitrator within 60 days and directed the Visitor (The President of India) to nominate the Chief Arbitrator within 60 days thereof. However, the Order was never placed before the Board, But an appeal petition was filed in the Supreme Court, without Board's approval, where, the Board was made the main Petitioner. The Supreme Court stayed the High Court Order since then the matter is pending before the SUpreme Court. In the meantime, the IO conducted 24 sittings and completed the Inquiry. All 24 Daily Order Sheets were either signed by the IO or by the IO and the Presiding Officer, The Charged Officer was not allowed to sign any Daily Order Sheet. On the basis of such DOSs the IO prepared and submitted the IInquiry Report. The Board constituted a 3-Board member Committee to Compare the Inquiry Report with the Reply of the CO and to submit a "Comparative Statement" Report to the Board. However, two Members of the Committee in a single sitting prepared and submitted a "Comprehensive Statement Report" in place of a "Comparative Statement" Report. Without placing an Agenda Item before the Board, based on such an Inquiry Report, "Comprehensive Statement " Report, and the recommendations of the In-Charge Vice-Chancellor the "Compulsory Retirement " Order dated 18th October 2016 was issued by the In-Charge Vice-Chancellor on a presumed decision of the Board. Prof. Nageswar Rao joined as a Regular VC in 2018, After considering my representation dated 20th August 2018 the Board directed the University to examine the matter. Prof. Rao. Constituted a committee in 2019, later dissolved it, and reconstituted a new committee in 2020. The Board after considering the Report of this Committee sought legal opinion in May 2022. Since then the final decision of the Board is pending. Board Minutes confirm that the Board is refusing to take cognizance of the conspiracy and the criminality that happened in the name of the Board. Secretary, MHRD, and Vice Chancellor's involvement in the crime/conspiracy demand criminal proceedings under appropriate sections. Can someone help me to get justice?
