Cheating me in a relationship and taking money

I met this guy on Shadi.com in Dec 22. He came to see me at my house where I stay alone. Before meeting me he said he will marry me and all. He lost his job within a week we met and took first 40000 to pay his loan installment and took over 2,10,000 rs money in a span of 6 months. He comes to my house two weeks a month and stays two to three days and talk to me over phone daily. He was deported from US for doing odd jobs and he encouraged me to apply for study visa. Mean while I found he was talking to another girl stating he will marry her and showing his willingness to Meet her in banglore. I came to know about it and warned that girl and she scolded him and blocked him. I thought he will change. Meanwhile I got admission into US college and he started acting differently. I asked about the marriage. He said if I get visa he will try to come with me as a dependent. Meanwhile he wad speaking with a hr lady from Singapore and I see many calls from her to him. When I asked about it he said it's about one job offer. Later after one month once he got the offer he said he will go to Singapore and will not marry me at all. He stopped calling me. I am shocked and devastated. I already paid fee for US visa and he had different plans. I feel I was cheated mentally and money wise. Please suggest how can I proceed legally.
