Security deposit of a hostel

Hello! I have stayed in a hostel for 1 year. The hostel fee was 1.45lakh per the agreement in which 10000 was a security deposit and refundable. But in the middle of the tenure, they asked every student for an extra 6000, which was not a part of the agreement. They said that the money was GST. As the facilities were good by that time I paid that 6000 also. After some days of laundry, I lost my jeans and 3 t-shirts. So, I asked them for a refund. I texted the warden and sent her pics of the lost clothes. They said that they would return my clothes once I pay some part of the fee. Sp, I paid but I did not get my clothes back. Then in February I had to pay 15000, the last installment of my fee. So, I told them to return my clothes or else I wont pay that money. After a discussion, the owner told me to cut the amount from the fee and pay the remaining, so I paid them 11000. According to this, I paid them total 1.47 lakh. So, day before yesterday, I went to collect my security deposit. The owner said that she wont be giving me 1000 as I have cut 4000 from the fee. I reminded them that they only said to cut that amount from the fee and pay the remaining over a phone call. But they changed it and said that they did not tell me to cut the money and they would've given me the refund. But as I cut the money from the fee, they wont be giving that 4000. I have the recording of this conversation. They also alleged that I made plans in the starting of this tenure that I would tell them I lost my clothes and ask for refund so that I need not pay 4000. There were 4 people and I was alone. I'm 20 years old and I'm not a local. I have no support in this area so I could not even complaint to anyone. I have paid them total 1.47lakh. But my fee was 1.45 lakh in which 10000 was refundable. They gave me a 6000 cheque as security deposit. I need to get 6000 more from them. This is illegal to take 6000/- extra from each student off records. i want to give a police complaint on them for their rude behaviour and cheating me by not giving my money back. What can I do?
