498A, DV2005, 506(2), 114 section 3 and 4 Dowry act

Daughter in law has filed FIR with 498A, 506(2), 114 section 3 and 4 Dowry act however Gujarat High Court issued interim order directing police not to file Charge Sheet due to " Considering the allegations levelled in the FIR, which are general in nature, without specifying any instances of harassment, the matter deserves consideration.....Meanwhile, there shall be no chargesheet to be submitted by the Investigating Officer against the applicants without permission of this Court. However, investigation may continue and the applicant is directed to cooperate with the investigation." Further, a separate case was registered by her in Civil Court for Maintenance against my son and parents and bunch of other people under DV2005 and Civil Judge summon to appear. Questions are: 1. I want to renew my passport, will I need permission given High Court has ordered not to file charge seet? Also, how should I asnwer 'Are any proceedings in respect of an offence alleged to have been committed by you pending before a criminal court in India?' in passport application. 2. Notice issued by Civil Judge Magistrate Court consider Criminial Case or Civil? 3. How should I answer question "Has any warrant or summons for your appearance been issued and pending before a court under any law for the time being in force?" thanks
