How can i get back my certificate

When I got to join the college, the authorities had collected the original documents such as mark sheets,provisional certificate, school leaving certificates and other related documents during the admission process. But during the course time i couldn't able to clear my fee dues and still its pending.I approached the college requesting permission "atleast to take a photo" of the particular document for completing the joining process and will leave without taking back my documents and prior to this I have also mentioned that I will take back my certificate only after clearing my dues.Some of the office staffs behaviour was very rigorous.They asked me to "pay ₹50,000/- to grant permission to take a photo". Not only returning any of my documents but also they took and, kept the request letter by their side from one of the female office staff. Later at the time of joining the job I have submitted the soft copies of some documents and which is of a xerox form. But at the moment I didn't have a copy of the 10th certificate. In that particular place I've attached the 10th TC informing the concerned hr, but this was acceptable only upto the probation period. After the completion of the probation it was mandatory to submit the certificate itself rather than attaching the Transfer certificate. Now I feel like drafting a mail to clg official mail id , ktu and ugc.
