Father Name Issue in Passport

I'm Prabhu. I'm 26 years old unmarried male. My Biological father Mr. XXXX expired 6 months after my birth. My Mother remarried Mr. YYYY. Mr. YYYY legally adopted me as my Son too. But my Mother and Step Father did not lead a life together. But, My stepfather used to take care of me well. He sent money for my studies, he did not have any obligation to use his name in my HSC/Professional Degree Certificates because of which all my certificates carry his name. He remarried another woman and is living his own life since 23 years. 5 years ago, he filed for a divorce and cancellation of my adoption. After settlement of family alimony, my mother accepted the divorce and the process was done. I applied for an Indian Passport in January 2018 while I was pursuing my Medical Degree Course. All my HSC and Matriculation documents where in the college so I was awarded an ECR Emigration Check required Passport. I did not know about ECR and NONECR back then. Also, the Father's name mentioned in my Passport is my Biological Father beacuse I applied for an aadhar with my birth certificate which carries my biological fathers name and hence got an aadhar with his name stating S/O Mr. XXXX. Since mine was a ECR Passport, they did not ask for any other documents and my passport was issued. I did not travel abroad. Last year when I wanted to travel I tried cancelling this ECR status by scheduling an appointment at a local PSK with my HSC/Degree Certificate. My name in the certificates is PRABHU S/O Mr. YYYY whereas my Passport carries MANIKANDA PRABHU with surname Mr XXXX. They did not accept these documents. I tried explaining them the whole scenario. They advised me to change my name using a Gazette notification. The only proof I have stating Mr. XXXX is my Biological Father is Birth Certificate. All other documents carry my Step father Mr. YYYY name. Now I would need your guidance in helping me cancel my ECR Status. My Step father has no objection to use his name in the passport. Can I change my Mr XXXX surname and father name in passport to Mr YYYY surname and father name in passport
