Recovery of advance increments

That I was allowed two advance increments in lieu of Higher qualification by the department of Technical Education in Haryana w.e.f. 01.01.2016. That this grant of advance increments to me is on hold w.e.f. 31.03.2022.however, no notice is given to me till date by the department.I had drawn this benefit for 5 year 7 month. The grant of the benefit to me was not on any fraudulent representation of me. The benefit was given to me as per order issued by the Finance Department under rule-17 and rule-19 of the Haryana Civil Services (revised Pay) Rules, 2008 and rule-26 and rule-28 of the Haryana Civil Services (Assured Carrier Progression) Rules, 2008. During notification of seventh pay commission the above cited notification was incorporated as such except the clause of grant of two advance increments in lieu of Higher education. Now the following questions arises 1. whether I am responsible for this grant of two increments in anyway? 2. Whether recovery can be made from me at present being Class-1 officer? I need expert help on this issue, so please guide and help me on this.
