If wife is working in PSU & husband is in non-transferrable govt job like in a professor in college

I am working from 2018. i got married in feb,2019 . my in in-laws are no more. earlier i applied for mutual transfer near my home town so that my husband can do job in private college and we can start family and can take care my parents too. But i sent many mails for the reply but never got reply of my mutual transfer request and same person got onr way transfer after promotion after 1 year(in jan 2022). But i never got reply why my transfer was not accepted. after that my by husband deceided search for goverment job so that we can live togather and he got selected and jion as assistant professor job in sept'22 in a goverment college in norheast area. here again i got the mutual transfer but not in same area. His job is non trasferable so i applied for mutual transfer in Nov'22. i am facing same situation again. Head of the circle who will approve the transfer told to wait.after 1 month he is saying verbally that he is ready to transfer me in different area like if my husband is in tripura, he is ready to give me posting any where in mizoram. he is saying all this thing verbally and not ready to mention it in file.
