Small flower plants in pots of ours on the terrace, now a small temporary mesh is required.

My name is Srinivas. I bought a flat in a Group house of 2 floors (total 10 flats). My Flat is in 2nd Floor and there is no 3rd Floor only Terrace. While purchasing my Flat I found some Slab leakages there and I requested the Committee Secretary as it is a common area and the expenditure will be borne by all the Flat owners. But, they denied my request saying that "you purchased your flat and you have to do leakage work if you need". So, I had to incur whole expenditure for replastering, chemical filling etc., and no body shared the common expenditure nearly Rs.50000/-. There is no other go I spent and completed the said common area work. There is no Registered Association to our Apartment only 2 or 3 flat owners are maintaining the Apartment as Secretary since 25 years with their own descretions. Some times if any other owner interested to them then they claim as common expenditure and asking amounts. There is no specific rules and regulations framed here. Simply telling only 10 members constructed this groups house with 10 equal shares of amount. I am maintaining small flower plants only 10 to 15 pots on our terrace at a corner place (on the top of my area where I did plastering work withmy own amounts) and there is no problem to any body. Recently some monkeys are coming frequently and damaging the small flower plants. I wish to erect a small temporary mesh for the protection to the plants from plants and requested the Secretary of the Group House and they told me that "this is common area no plants or safety measures will be allowed". Regarding expenditure that should be incurred by me as of my own place (not common area), Now this common area they are telling. I am mainteining the plants and maintaining them in healthy manner. how to get rid of this problem. Sir/Madam
