Will and agriculture dispute

My father made will(registered in tehsil of Haryana) for equal distribution of land among my 3 brothers and mentioned that sisters can not ask or claim for any of his property. Father expired 6 month back.Now one on my brother is creating disputes who is staying in village and is using that agriculture land from years when we ask for equal partion of agriculture land and threading us also when we go to village and now I sister is also with him. Since we are not staying in village due to service .So no body from village is helping us even. So need advice what can I do in this case.. 1. How can we implement the registered will as now tehesildaar is not hearing us and always said that it’s matter of your brothers dispute. 2. Need stay on agriculture land as not partitioned yet. 3. After death of father , my brother threading us along with Ione of my sister and cutting all the trees in our agriculture land unnecessarily. 4.we have agri land at 4 diff places so need equal partition. Please give suggestions.
