I need to resolve the query about family pension

Hello sir, This is Sudha Khan who citizen of Kanpur Nagar in Uttar Pradesh.My father was central government employee in Small arms factory kanpur which is undertaken by ordnance factory board and he passed away therefore according to government plan the elder childrens of deceased parents would received pension.So i made it with all of my bag and baggage likewise- Family certificate and successor certificate.Yet,they aren't satisfied with all documents they said that in the successor certificate it ain't mentioned by civil court that one's pension needs to be initiate regardless the court mentioned that she already heiress of all . Specifically,they want it'd be annexed by court that I was dependant to my parents after their demises i don't have any way to run my livelihood.Please considerate this case and acknowledge it and enlighten your views. 2. And my two younger sisters who have already demised and i missed their death certificates even i don't have any documents of them . One of sisters date of demise ain't able to remember so what should I do is there any alternatives which makes the factory department shows that both of my sister is evidently deceased.
