Adverse report for pcc by police

I applied for PCC required for a job visa in the Gulf country, but after submitting all the required documents asked by the Police, he still sent an adverse report; after enquiring from the passport office, I was informed that report showed doubt about the nationality of my parents. I have submitted my parent's aadhar card, my mother's passport, house electricity bill as well the Police asked for my Father's Khatauni which we did not have as I do not keep any longer association with him while I was able to give him my mother's Khatauni which mentions her father name. I have asked once again for my police verification from the passport office and asked them if the same police official will likewise want to check for the documents he asked for, but they said to show him the passport and the address proof of where I am living. Also, I have had two PCC and my passport renewed from the same house address where I currently reside for over eight years. Please suggest what can be done to process this case.
