In the case of a litigated property, who is liable to ensure it is clean and not a health hazard ??

Hello I am facing a peculiar problem. I live next to a litigated property, and the ownership saga seems to have no real solution since there are no direct lineage. Who is the onus on to ensure the site stays clean ? Is there any specific law in effect to the same ? The BBMP when approached says they can only fine the owners but that will have to wait indefinitely, and doesn't solve the problem !! There are multiple issues being this property has become a huge garbage dump attracting rodents and insects, extremely unhygienic and people from neighbouring areas come here to throw rubbish ! Added to this recently the whole thing caught fire, which raises the issue - who is responsible for it ? God forbid the fire spread and there was a loss of life ... who is responsible ? and even more pertinent what can one do individually or collectively as an RWA ? The abandoned house being used by anti-social persons for alcohol, gambling, drugs and the sorts - its really hell to be around. Appreciate if someone can help what legal recourse / options are available as this has gone on deaf ears now
