Place change in Marriage Certificate

My Indian friend from Goa got married to a Tunisian lady in Odisha when she visited India in a tourist visa. She had come to Goa and went to Odisha with my friend. There they got married and were issued marriage certificate. Since she did not have any address in Odisha, she gave the address of an Indian friend of her husband. She went back to Tunisia and my friend joined her after a couple of months. Later my friend changed his nationality to become a Portuguese citizen due to his origin in Goa. He then applied for changing the nationality of his wife and son. While this was going on he moved to France with his family. Unfortunately he died while the process was still continuing. The widow of my friend was contacted by a Portuguese advocate who was following up the case of her Portuguese citizenship. He informed her that the address given in the marriage certificate of her residence was of Goa whereas it should have been a Tunisian address. Without this correction, her citizenship case would not proceed further. She has been told that the Hugh Court in Odisha/Bhuvaneshvar can issue such a certificate. The Indian Embassy can attest an affidavit to this effect but that is not acceptable in Portugal as per advocate from Portugal.
