Payment made to an institution for adaptation program and job placement in Germany

Respected Sir/Madam, We have seen an add in online from an Institute regarding nursing adaptation program and job placement in Germany. As per the advertisement and conversation with their reps, the processing time is for three months only. To initiate the process they asked us to pay registration fee. Accordingly we have paid the registration fee in the month of July. Education loan was also processed by the same Institute for some amount from their banking partner and the same was disbursed in the month of August (first week). They have given the commitment that, I can fly in October ending. As per their commitment I have given my resignation to my job. After some days they told me that i will fly in November (first week). After some days they told November ending and then December. Finally now they are telling that the same date of flying will be in the month of February. In this case can i go for any legal actions. If I can how can i proceed further to cancel my process and to get back my full amount back. Further can i get any compensation for losing my job.
