Pay protection of central government employees

I was appointed in a Central Govt department in pay matrix Rs 25500 (Level 4, Cell 1) in Aug 2020 after nominated by the Staff selection Commission. Subsequently I was sanctioned increment in Jul 2021 and my pay was fixed to Rs 26300 (Level 4, Cell 2). I was to get my confirmation in that department after 2 years of service, i.e. Aug 22. In Oct 2021 I Joined another Central Govt Department being nominated by Staff selection Commission in a direct recruitment in pay matrix Rs 25500 (Level 4, Cell 1) after taking Technical resignation from the first department. I was granted technical resignation as I fulfilled all condition for technical resignation. In the above case will I get pay protection as per DoPT OM NO. 28020/1/2020-Estt(c) dtd 17.08.2016 on technical resignation. i.e My pay fixed to Rs 26300 from the date of appointment in the second department. I was not confirmed in the first department before taking technical resignation. Is it a disqualification to get pay protection in the second department ?. Or whether I will get my protected to Rs 26300 from the date of appointment after my confirmation in the second department i.e. after completion of two years of service in Oct 2023.
