Issue of Transfer certificate and conduct certificate withheld by College
My daughter finished B.Sc Medical Lab Technology From Christian Medical College (CMC), Vellore, completed one year of internship and 22 months of Service Obligation Bond. Her service Obligation Bond ends on Jan 6, 2023 (79 days are remaining). She has got admission for M.Sc Molecular Medicine at Central University Of Punjab from national level Common University Entrance Test (CUET 2022). The date of joining for M.Sc course is [deleted]. She has to discontinue the service obligation bond in order to join for M.Sc at CU Punjab. She is willing to come back within a month after the completion of course to complete the remaining days of service obligation. We are willing to give a Notarized affidavit anfd Bank Guarantee in this regard.
College is not willing to accept anything other than completion of the bond now itself. This means she will lose the admission for M.sc as well as one academic year.
Moreover the College is not issuing Transfer certificate or conduct certificate.
The Prospectus of CMC Vellore says " Students who do not fulfill the service obligation will not be given any certificates other than those statutorily mandated by the university/Boards and respective councils.
? Is Transfer certificate a statutorily mandated document by University? Her Degree is from MGR Medical University and the University requires it to be submitted to get Migration certificate. Migration certificate is essential for admission.
? Is conduct certificate a statutorily mandated certificate by University? For M.Sc admission she has to submit a conduct certificate from the Head of institution last attended that is CMC Vellore.
? Can I submit another conduct certificate from a highly reputed person, a scientist from a National institute who knows my daughter for the last 15 years?
