Cheating done by Construction Contractor

- I have done agreement with contractor PR Construction. - I was not fully aware about RCC construction work like How much cement should be used(ratio of cement) ,Water proofing,Wall Putty,Which Tyles is best etc. - I wrote the agreement as told by contractor (Because at the time of agreement no one had from my family or friend) - Contractor has not mentioned agreement points in detail - I was considering he will do all the required work like Water proofing,Wall putty, Oil bond color,Ramp,Parking tyles but he refused to do this work at the end of construction work. - At my construction area there was [deleted] Rs Sq.Ft Labour with Material Rate , but for quality work and Continuous construction work, I have given him 1350 Rs Sq.Ft(Labour with Material) for 1 BHK only. - Total Amount paid to contractor Rs 15,25000+ as per decided on agreement in advance By cheque (before work start I was paying his EMI). - Contractor has taken all 15 lakh 25 thousand from me but he has not done the construction work as I expected(No Quality work,there is no finishing work at home) #Below are my concern: 1) He has not done wall putty (He has not mentioned in the agreement and I was not aware about wall putty at the time of agreement) 2) Oil bond color has not used inside the home. 3) Water is leaking from the bedroom,kitchen and bathroom wall 4) He has used old gas pipe (I told him why are you using this old pipe but he said to me nothing will happen and he has used old pipe)5) Before agreement he was agree(Verbally) to make ramp but after agreement and half completion of work he refused to make ramp 6) Before agreement he was agree(Verbally) He will use pending material for parking wall but he refused and he has taken extra money(10400 Rs) for pending material. 7) He has not fixed toilet chember (he used old chember from plotting area ) due to that we are getting too much smell and moscitos 8) Professional Mistry who fix the tyles properly/ we called them Rajsthani Karagir) not arranged by him , he arranged local (cheap) Karagir to fix the tyles in Hall ,Bedroom,Kitchen and because of that tyles were not fixed properly, two many tyles have spaces,some tyles are loosed. - I spoke to him Tyles were not fixed properly and he said to me all the 2x2 digital tyles are bend,but I showed these (Hall,Bedroom,Bathroom,Kitchen) tyles to Rajsthani Karagir as well as civil engineer (who gave me the 2D home plan) both said to me 2x2 tyles were not bend , just because of local karagir, tyles were not fixed properly. - Civil engineer told me(after watching 1 BHK Construction work) "contractor has not done quality work at all" Please advise me what should I take action on this contractor (Can I complaint in consumer court against such contractor)
