Police is denied to issue FIR for loss of passport

I lost my passport on 3rd Jun 2022. I immediately approached the police station of our area and asked them to register a complaint. The police staff asked me to go and file the missing document report at the Meeseva center (Online e-seva portal by Telangana State). Additionally they even asked me to provide signatures from two known persons, and one gazetted officer sign. I approached the meeseva center and provided all the necessary documents such as Written complaint, Affidavit by a lawyer. Meeseva center gave the receipt with a charge of Rs 1000/-. With that receipt, Meeseva support person asked me to submit all those documents along with receipt in the police station. I did the same. Within next two days the status of the application changed to rejected. I immediately ran to the police station and asked what was the reason. They simply told, it was the directive give by the Police Commissioner to not to provide FIR for loss of passport. Then I contacted another police officer who is my friend's friend and requested to help me. He then called and enquired the details. He then suggested me to register a fresh Meeseva application and submit the application again so they will accept it. I did the same, but even then they are saying they will not do as per the directive from the Commissioner of police. I don't have any clue what to do now.
