Regional Passort Office Non Cooperation for change in DOB

I had wrong date of birth in my passport because of the fault in my previous documents submitted which where aadhar and pan card for creation of fresh passport. After enquiry at toll free no of passport seva, I got to know that which in 5 years of creation of fresh passport, I can present birth certificate and 10th class marksheet for correction of DOB in passport. And FAQ given on https://passportindia.gov.in/AppOnlineProject/pdf/AHD_IS-0130249_Y.pdf NEW Guidelines based on Kerala High court judgment for correction of DOB in passport I took appointment for the following but I got referred to RPO Bhopal, during my first appointment dated 10/06/2022 RPO, I wrote apology for my negligence and requested to correct my DOB with 10th mark sheet as for applying student visa for studying in Abroad. I presented my old documents as well which where used to claim fresh passport that DOB has been corrected in them along with 10th class mark sheet and Birth certificate. I also presented legal high court orders for change in my surname as I had different last name in birth certificate and 10th marksheet. On 18th I got text for police verification, which I did. After 10 days I called passport seva toll free no where they told passport has went for printing, every thing is clear and will be delivered to my address. On 5th I called RPO Bhopal, where they said every thing is clear except verification of birth certificate where they lied that my birth certificate has went for verification in Nagar Nigam on 17 june and they haven't replied, upon checking with Nagar Nigam they clarified that no such letter has came on my name in past 3 months record. I countered this information with RPO Bhopal on 5th July, where they asked me to book an appointment and visit to put a reminder. Surprisingly, on the same day RPO Bhopal issued a notice mentioning points that I intentionally hide my 10th marksheet for NECNR proof and birth certificate for DOB, I claimed my fresh passport with wrong DOB, I have different surname in 10th marksheet. All this shows I had criminal intentions, Where why they should not file a criminal case against me under section 12 passport act 1967. There are no such rules that it is mandatory to present these docs on the other hand using such documents - Adhar, pan card, voter id, DL, college marksheet, electricity bill one can get passport. They send this case to MEA Delhi on the same day without attaching my reply. On 11th I took appointment to put forward my reply, which they refused and told me about sending my case to MEA Delhi. Now RPO says they don’t know how much time it will take to get my passport as they must wait for MEA reply and instructions in my case. Which can take months. Due to this I won’t be able to apply for student visa in upcoming month. Please guide me how can I get passport without waiting for months. I have mailed MEA Delhi about this. I am worried about my future.
