Show cause notice due from passport authority

Hello, I had applied for renewal of passport for me & my daughters in May 2022.I had give the same permanent address of Andheri house which was mentioned in my current passport while filling up the application.But i stay at other place now. The reason not to give the present address is,it is a rented flat.moreover,i was to vacate the rented flat as the building was getting redeveloped. I got all the passport delivered to my permanent address & it was marked for police verification post delivery of passport. So when the police came for verification,i was not present, he met up with my tenant,took the agreement copy & prepared a adverse report stating i donot stay there. While i know i should have given my current rented flat address but i was in so uncertainty i chose to give my permanent address. Now i have got the show cause notice for which i have got only sms till now & yet to get copy to check what they have written,i would like to know what should be my response. If i explain them the situation,will they clear my file & allow me to maintain same permanent address on my passport or will penalise me & ask me apply for new passport with current address. Pls guide.
