Construction noise and nuisance.

Construction disturbance.  We have a group house that is facing north at Zoo Forest Mountain, on the west side of Beach Road. As good neighbors, we understand we will face a bit of noise pollution or nuisance from any sort of construction in our neighborhood. Our very adjacent plot got sold and they have been constructing the house in phases and it's been 3 years consecutively. My uncle had bypass heart surgery, and my father got cancer. We have been very patient for 2 years, but it looks like they only work based on their investment or expenditure on their house, and the construction work has been going on for 3 years and never ending. But our peace and sanity have been disturbed by the loud noises for a very long time (years). They've been building for at least two years, and it appears to be never-ending. How can we stop this nuisance? We have been through a lot since 2019. They are not very polite when it comes to other people's sanity. We have been unable to live in our own house for 3 years.  They have also occupied a lot of area at the front of their villa, which is the forest zone, as their garden. which I know for sure is illegal. They have made a fence for their car park.They don't even allow children to play outside.
