Passport issue

I have 2 birth certificates which I discovered recently, I know crazy but it's true, one based on 1991 and the other one on 1993. My old passport was made in 2000 based on the 1991 certificate but all of my official documents including my school certificate, my intermediate and my MBBS certificate are based on 1993. Please don't ask as to why this happened, my parents have done this and I'm really suffering because of it. I have tried to get the passport office to change my DOB from 1991 to 1993, they have asked me to delete the 1991 certificate with the relevant authorities who deal with this. Unfortunately the Municipal Corporation have been very difficult and has said that according to their records 1991 is the official and correct birth certificate so they can't delete 1991 but instead are happy to delete the 1993 birth certificate. I'm in a great predicament, as if I want the passport, it will be under 1991 DOB but all of my academic certificates, will be in 1993 DOB and I know that it's impossible to change the school certificate, intermediate certificate and MBBS certificates DOB. Also, I have been preparing very hard for USMLE, it's always been my dream to work in USA as a doctor, I’ve already submitted my academic certificate and birth certificate with 1993 as DOB to USA and already got approval to write part 1, I will only be able to write this exam if I have 1993 DOB on my passport and all the other documents. This happened before the Municipal authority responded. What do I do now, who do I approach? I don't want to have different DOB on my passport, birth certificate (1991) and a different one on my academic certificates(1993).. Please advice.
