Builder is threatening to disconnect the water supply

JLPL has owned sector 90 -91 in Mohali , he has built a society with 144 flats named as regency heights in 2011 .the builder has never handed over the flats to RHRWA nor he has given any documents to RHRWA . Our residents are collecting maintenance charges and running the society because builder never bothered to register our society. We are paying the water bill and sewerage bills from last 10 years but now builder is sending monthly rupees 330 to each flat which we opposed because builder has never done any thing outside our society. The builder has added 330 with water and sewerage bill and he demanded 47500 plus water and sewerage bills . As I have mentioned that we are paying the water and sewerage bills and we have asked the builder to send us separate bills but he refused now he is threatening us to disconnect the water supply to all 144 flats . He owned the entire sector so he is the only one from where we get the water supply. Plz guide us The builder has sent two notices.
