Non payment of building maintenance and using offices as godown on the first floor

Hi, in my building there is a distributor who has bought 4 offices but has converted 3 of his offices into a godown, he stores all the products he distributes, almost 10 years back there was a major fire in one of his office, all inflammable items like deodorants were stored there, above his office a family of 4 lives and because of the heat produced the tiles of the floor came out. After this no one from the society committee dared to challenge him he did not pay for the damages and the person whose floors tiles came out repaired his house with his own money after that he stopped paying the maintenance, the distributor got away with this,his workers park their scooters in our parking space we the residents are forced to park outside the building, their vehicles enter the building for loading and unloading of goods. Now it is high time of him dominating on us, I need a permanent solution for this, only a few people pay maintenance, the building is deteriorating we are not able to pay electricity bills properly.
