Is the association formed in an apartment by few flat owners binding on all the flat owners?

Is the association formed in an apartment by few flat owners binding on all the flat owners? Hi, I have recently come across a situation here in Bangalore where in an apartment with 100 flats, only 20 flat owners have formed an association registered under the Karnataka societies act for the welfare of the whole of the apartment, without including the rest of the 80 owners. The rest of the 80 flat owners are not happy with the management of the association of the 20 flat owners. My questions are as follows, 1. Whether the rules made and decisions taken by the 20 flat owners association binding on the rest of the 80 flat owners who are not members of the association ? 2. What action or claim is available for the 80 owners who are in majority in the apartment without whose consent an association is formed for the whole of the apartment? 3. Can the remaining 80 flat owners form a separate society with the same objective of the welfare of the apartment ? 4. How many associations can be formed in an apartment that can be registered under the societies act with the same objective ?
